New Hygienic Standard of Packaged Drinking Water

On 24 December 2014, The National Health and Family Planning Commission of the People’s Republic of China (NHFPC) has published a notice (No. 21 of 2014) to approve 37 China national standards. Among them, Hygienic Standard of Packaged Drinking Water (GB19298) was modified extensively, which attached many attentions. The new Hygienic Standard of Packaged Drinking Water will come into effect on 24 May 2015, and will replace the Hygienic Standard of Bottled Drinking Water (GB19298-2003) and Bottled Purified Water (GB17323-1998).
The new standard changed the description for scope of application, requirements of raw material and sensory property, physicochemical indexes and microbial indicators.
To compliantly import packaged drinking water into China after 24 May 2015, the distributors should prepare the following data:
1.Physicochemical indexes
Compared to the previous one, the new standard deleted the limitation requirement of arsenic, lead, cadmium, copper and nitrite. Meanwhile it added the limitation requirement of carbon tetrachloride, cyanide, anion synthetic detergent and bromate. Producers need to focus on these new testing items.

2.Microbiological indicator
The new hygienic standard referenced the international relevant standards and deleted the limitation of mould, saccharomycetes, bacterial colony number and some pathogenic bacterium (Shigella, Salmonella, Staphylococcus aureus). Additionally, it lists out the pseudomonas aeruginosa as an opportunistic pathogen in the limitation list. Therefore, there are two microbiological indicators for packaged drinking water in the new hygienic standard:

3. Application of additive
According to the stipulation in The Usage of Food Additives GB2760, magnesium sulfate, zinc sulfate, calcium chloride, potassium chloride and etc. could be used to modify the taste of packaged drinking water

4. Requirement of Chinese label
According to the new standard, if food additive is used to modify the taste, it is required to label as “添加食品添加剂用于调节口味” near the product name.
