Do the Check List before Exporting Your Food into China

To export general food or special food to China, you must comply with China State Administration for Market Regulation (SAMR).

Make sure to follow these steps before exporting your products:

1. Prepackaged General Food

General dairy products (general milk powder, yoghurt, cheese, etc.), candy, chocolate, beverage, wine, instant noodles, crisps, etc.

Before Exporting

  • Unnecessary to apply any product registration/filing;
  • Confirm the applicable GB of the product;
  • Check if each ingredient and its dosage level has been complied;
  • Testing on the nutrition test, and GB (National Standard) test to confirm the products’ quality;
  • Testing on the food contact materials of food package (Optional);
  • Review and revise the original label, prepare the Chinese version of the original label;
  • Prepare a standard Chinese label under GB (National Standard) and other requirements;
  • Overseas manufacturers, Overseas Exporters/Agents and Importers GACC information filing;
  • The overseas food manufacturers shall register the factory at GACC before entering China market;
  • Trademark registration (Optional).

2. Special Food-Health Food

China health foods (knowing as Food Supplements in Europe) have a specific health function or supply vitamins and/or minerals. They cannot be used to treat diseases as medicines.

Classification of Health Food

2.1 Nutrition supplement

Food that replenishes the vitamins and/or minerals but without providing energy or other active ingredients.

Before Exporting

  • Need to apply filing certification (Except CBEC)
  • Checking the ingredients, raw materials and their dosage levels are under requirements. [If the ingredient or raw material is not allowed to be used in China, you may need to remove it or apply to the new food raw material registration]
  • Testing:
    • Stability test(testing on vitamins and/or minerals content)
    • Compliance test of all items
  • Review and revise the original label, prepare the Chinese version of the original label;
  • Prepare a standard Chinese label under GB (National Standard) and other requirements;
  • Overseas manufacturers, Overseas Exporters/Agents and Importers GACC information filing;
  • Trademark registration (Optional).

2.2 Functional Health Food

Food that is labeled with a health function claim and has physiological effects on the human body.

Before Exporting

  • Need to apply registration certification (Except CBEC)
  • Checking the ingredients, raw materials and their dosage levels are under requirements. [If the ingredient or raw material is not allowed to be used in China, you may need to remove it or apply to the new food raw material registration]
  • Testing:
    • Compliance test of all items;
    • Stability test;
    • Methodological validation on functional components or characteristic ingredients test methods;
    • Toxicology testing;
    • Animals function and (or) human function testing;
  • Review and revise the original label, prepare the Chinese version of the original label;
  • Prepare a standard Chinese label under GB (National Standard) and other requirements;
  • Overseas manufacturers, Overseas Exporters/Agents and Importers GACC information filing;
  • Trademark registration (Optional).

3. Special Food-Infant Formula Milk Powder

It refers to the powder product that is mainly made from milk, milk powder, milk protein products, etc., with added appropriate vitamins, minerals, etc., produced by a physical method, and suitable for normal infant.

Classifications

  • Infant formula milk powder (0-6 months, stage 1);
  • Elder baby infant formula milk powder (6-12 months, stage 2);
  • Young children formula milk powder (12-36 months, stage 3).

Before Exporting

  • Need to apply to registration certification;
  • Checking the ingredients, raw materials and their dosage levels are under requirements;
  • Test:
    • Compliance test of all items listed in GB 10765 or GB 10767 and relevant laws and regulations
    • Stability test
    • Uniformity test
  • Review and revise the original label, prepare the Chinese version of the original label;
  • Prepare a standard Chinese label under GB (National Standard) and other requirements;
  • Overseas manufacturers, Overseas Exporters/Agents and Importers GACC information filing;
  • The overseas food manufacturers shall register the factory at GACC before entering China market;
  • Trademark registration (Optional).
