GHS in Malaysia

A Malaysian Standard on GHS-Specification for Classification, Labeling and Formulation of Safety Data Sheet for Chemical Products was issued in 2008 (MS1804:2008). Malaysia published the Occupational Safety and Health (Classification, Labelling and Safety Data Sheet of Hazardous Chemicals) Regulations 2013 (CLASS) on October 11, 2013 to officially implement GHS. The other requirement under CLASS is that importers or manufacturers of hazardous chemicals of one metric tonne and over per year shall prepare an inventory of chemicals and submit it to the Director General no later than March 31 of each year.

Labeling

Information required on a label is indicated in part 3 of CLASS. The label elements are in accordance with UN GHS. Example of layout for the presentation of information on the label is in Appendix 3.4.
  • The size of hazard pictogram is at least one fifteenth of the surface area of the label or the minimum area is not less than 100 mm2 (10 mm x 10 mm).
  • The letters and numerals are to be in print and the font size shall not be smaller than 7 points. The letters and numerals shall be black in color.
  • Small packaging: if the size of the container or package is 125 ml or below, the label may contain at least the following information:
    a) Product identifier;
    b) Statement which reads: read Safety Data Sheet before use;
    c) Name, address and telephone number of the supplier;
    d) Hazard pictogram; and
    e) Signal word.

SDS

The format of SDS can be found in part 3.3.2. The 16 sections are in accordance with UN GHS. There is also guidance in part 3.3.4.

  • The telephone number shall include the local emergency telephone number (24 hours) in Malaysia (including area code) where advice can be obtained. If the hazardous chemical is imported, the foreign manufacturer‘s contact number (24 hours) may be included for advice during an emergency.

Language on SDS: The SDS must be written both in national language and English language.
