How to obtain CCC certification of child safety seat in China?

Child Safety Seats (also known as CRS, Child Restraint System) are seats designed specifically to protect children from injury or death during collisions.

As known to all, there are legislations established in developed countries such as U.S., Europe, Japan and etc. providing for child occupants to use child safety seats while in power-driven vehicles.

Why we need CCC Certification?

General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) and Certification and Accreditation Administration of the People’s Republic of China (CNCA) issued a notification concerning Implementation of China Compulsory Certification on Restraining Devices for Child Occupants of Power-driven Vehicles in January 2014. According to the notification, in case that child safety seats fail to obtain China compulsory certification or no such mark is indicated, no use of such products for exit-factory, sales, import or other operation activities is allowed since 1 September 2015. What’s more, the imported child safety seats shall also comply with regulations under China Compulsory Certification Management on Child Safety Seats and they can be placed in the China market only after passage of the testing for China Compulsory Certification (CCC).

Even e-commerce traders will be required to show CCC of manufacturers of child safety seats. It is notable that measures such as fines and seizure will be imposed on traders provided no such certificate can be given upon inspection of competent authorities.

CCC Certification process

If audit of factory or testing results are not compliant with certification stipulations, or there are no sufficient materials, the certification application may be denied or delayed in issuing. In the case of a certification being denied, a report will be issued offering the reasons for the rejection. Re-applying is possible but will involve additional costs and time.

The whole certification process takes about three months.

It was implemented on 1 May 2002 and became fully effective on 1 August 2003.
