Taiwan’s Executive Yuan Passed the Amended Toxic Chemical Substances Control Act

Taiwan’s Executive Yuan passed the Amended Toxic Chemical Substances Control Act in a regular meeting on 9 November 2017. In the next step, the draft will be submitted to the Legislative Yuan for approval.

The amended Toxic Chemical Substances Control Act was formulated with reference to the UN Strategic Approach to International Chemicals Management and other international frameworks.

The changes mainly refer to:

1. As the amended Toxic Chemical Substances Control Act extends the limit of control and will manage other chemical substances of concern as well, the name of the act has changed to Toxic and Substances of Concern Control Act;

2. Substances of Concerns are added as class four toxic chemical substances;

3. Emergency response capabilities will be strengthened. Professionals will be employed to deal with relevant emergencies; and

4. Whistle blower system is also added into the amended act for witness protection and public prosecution.
