6 Important FCM Standards Consulting Drafts Have Been Released on 30 September 2015

The NHFPC (National health and family planning Commission of People’s Republic of China) released 6 Food Contact Material (FCM) National Standard consulting drafts on 30 September 2015. These drafts were compiled base on the previous supervision experience, the relevant manufacturers and the main products on the market. Meanwhile, the FCM legislations in developed countries are also referred by China. Compared with the current corresponding standards, the major changes of the drafts are concluded as follows:

Food Contact Paper, Paperboard and Paper Article:

GB 11680-1989 Hygienic Standard of Paper Used for Food Packaging and GB 19305-2003Hygienic Standard for Foodstuff Vegetable Fiber of Containerwere integrated and replaced by this draft standard.

The application scope of this draft standard was expanded into all food contact papers, paper boards and paper articles.

The requirements of fiber ingredients and additives were added in this draft standard.

4

Formaldehyde residual was added, the limit of lead was revised, and the applicable scope of each physicochemical index was added in this draft standard.

Only the salmonella item was reserved in the pathogenic bacteria index and the unit of the index was changed in this draft standard.

Additional special requirements of migration testing were added.

7

The stipulation of selecting testing method was added.

8

The requirement of product labeling was added.

9

The preparation of aqueous extract in Annex A was added.

Food Contact Metal Material and Article:

1

GB 9684-2011 National Food Safety Standard-Stainless Steel Product and GB 11333-1989 Hygienic Standard for Aluminum-Wares for Food Use were integrated and replaced by this draft standard.

The application scope of this draft standard was expanded into all food contact metal materials and articles including metal coating.

The requirements of metal material, metal coating ingredient and the harmful ingredient of welding material were added in this draft standard.

4

The migration limit of aluminum, tin and antimony elements were added in this draft standard.

5

Relevant stipulations offood simulant, testing condition and testing method of migration testing were revised and added in this draft standard.

6

The requirement of product labeling was added.

Food Contact Rubber Material and Article:

1

GB 4806.1-1994 Hygienic Standard for Foodstuff Rubber Products were replaced by this draft standard.

The Name of the standard was amended as "National Food Safety Standard-Food Contact Rubber Materials and products”.

The structure of the standard was amended.

4

The applicable scope was amended.

The basic requirement was added.

6

The test method was removed.

7

The requirement for raw material was added, and the physiochemical indexes were amended in the technical requirements.

The requirement of product labeling was added.

1

GB 16331-1996 Hygienic standard for nylon 6 resin for food packaging material , GB 9692-1988 Hygienic standard for polystyrene resin used as food packaging material ,GB 9693-1988 Hygienic standard for polypropylene resin used as food packaging material, GB 9691-1988 Hygienic standard for polyethylene resin used as food packaging material, GB 4803-1994 Hygienic standard for polyvinyl resin used as food container and packaging material, GB 15204-1994 Hygienic standard of vinylidene chloride-vinyl chloride copolymer resin for food containers and packaging material, GB 13115-1991 Hygienic standard of unsaturated polyester resin and glass fibre reinforced plastics used as food container and packaging material, GB 13114-1991 Hygienic standard for polyethylene terephthalate resin used as food container and packaging material, GB 13116-1991 Hygienic standard for polycarbonate resin used as food container and packaging materials and “107 Resins that can be used as FCM in China” were integrated and replaced by this draft standard.

Butadiene-styrene products used as food container and packaging material, GB 9688-1988 Hygienic standard for polypropylene products used as food containers and tableware, GB 9681-1988 Hygienic standard of products of polyvinyl chloride for food packaging, GB 14944-1994 Hygienic standard for bottle sheet and granular materials of polyvinyl chloride for food packaging, GB 9687-1988 Hygienic standard for polyethylene products used as food containers and tableware, GB 17327-1998 Hygienic standard for acrylonitrile-styrene products used as food container and packaging materials, GB 14942-1994Hygienic standard for polycarbonate products used as food containers and packaging materials, GB 9690-2009 Hygienic standard for melamine-formaldehyde products used as food containers and packaging materials and GB 13113-1991 Hygienic standard for polyethylene terephthalate products used as food containers and packaging materials were integrated and replaced by this draft standard.
