Background Introduction

There is no single law or single government body regulating all types of biocides in China. Even though a majority of biocides are regulated as pesticides in China and administered by the Institute for the Control of Agrochemicals of the Ministry of Agriculture (ICAMA), some biocides such as disinfectants and preservatives are subject to a variety of other regulations and are administered by different ministries such as the Ministry of Health and the State Food Drug Administration (SFDA). Companies who manufacture or trade biocides need to determine which regulation applies first before applying for a pre-market registration certificate from relevant authorities.

About the Presentor

David Wan is the head of regulatory affairs team for pesticides and disinfectants in CIRS. David Wan graduated from Zhejiang University with Master Degree in life science. He has developed 4 years of consulting experience in chemical regulatory compliance, particularly in areas such as EU REACH, pesticide and biocide regulation compliance in China & Europe.

Ema Huang graduated from China Agricultural University, the most prestigious agricultural university in China with a degree in applied chemistry. She has almost 10 years’ experience in the area of China Pesticide Registration since her graduation. Before joining CIRS, she worked for several well-known Chinese pesticide manufacturers as a pesticide registration specialist. She has built up much expertise through practical involvement in pesticide registrations in China and abroad.
